Financial Institutions Bailout

We have bailed out several financial institutions to the tune of 700 billion dollars. Did the Congress not specify that this money was to be used for making loans? I have read this past week that The Capital One Financial Corp is using part of its windfall to buy Chevy Chase Bank, and that Bank of America would not loan a company that makes windows, enough money to pay its employees severance pay or even vacation pay when it hit hard times.

I feel cheated, and worse. My grandchildren will be paying for these giveaways. Our lawmakers must force these financial institutions to use this money for what it was intended. I would like them to explain to us how and why they got bamboozled and what they will do bring oversight to these institutions and force them to use this money responsibly.
